The House began their debate on Monday morning and are expecting to finish by Wednesday night, with 1,178 amendments to the House Ways and Means proposal to get through, they truly are off to the races.

This post intends to answer four questions:
  1. What is the overall picture of the Ways and Means Budget proposal?
  2. What would the House Ways and Means proposal, if passed as is, mean for homeless families and the family homelessness system?

The House Ways and Means budget is a conservative proposal.  The total dollar amount of the HWM budget is less than Governor Patrick’s proposal-on the revenue side- it does not include a soda and candy tax and draws $35M less from the Rainy Day…
